Antigua & Barbuda is still in Tier 2 of the Trafficking in Persons Report 2025.

The Report issued Tuesday reveals The Government of Antigua and Barbuda does not fully meet the minimum standards for the elimination of trafficking but is making significant efforts to do so.  It lauds this country’s efforts to protect foreign workers vulnerable to labor trafficking and referring potential victims to protection services.  However, the report cites the government did not meet the minimum standards in several key areas. For example, the Government did not initiate any prosecutions and has never convicted a trafficker.  It recommends increasing efforts to proactively identify trafficking victims; training police, prosecutors, and judicial officials on evidence collection; and vigorously investigating and prosecute trafficking crimes.
