The government says Antigua and Barbuda can still walk away from negotiations with the United States over a possible arrangement to receive third-country nationals.

Attorney General Hon. Sir Steadroy Benjamin told Parliament’s Lower House on Tuesday that the country has no legal obligation to accept anyone, unless strict safeguards are agreed.

He was supporting a White Paper outlining the principles that will guide discussions with Washington.

Sir Steadroy said the December 2025 Memorandum of Understanding (MOU), is not a final agreement and does not commit Antigua and Barbuda to receiving any individuals from the United States.
